Why does there appear to be degradation to the resolution of the graphics in an annotation layer compared to that of a measurement overlay?

When a measurement overlay is made into an annotation layer, it is captured as a bitmap image, which when zoomed loses resolution and becomes pixelated.

There is unfortunately no way to avoid this in Openlab.
